Morphine is widely used in Japanese hospitals and palliative care, in tablets, sustained-release granules, oral solution and injections. For travelers it is a narcotic requiring an import permit obtained in advance from the Narcotics Control Department, with a doctor's certificate stating diagnosis, dose and quantity.
