Hydrocortisone butyrate / hydrocortisone (topical) · ロコイド
Japan grades topical steroids into five strengths, and OTC products are limited to the two weakest. For insect bites, mild eczema and rashes, drugstore creams such as Oilax PZ and Cort f are the equivalent of Cortizone-10. Anything stronger, including Locoid, needs a dermatology visit, which is quick and inexpensive.

Weak steroids (hydrocortisone acetate, prednisolone valerate acetate) are in many OTC itch and rash creams, Class 2 or Designated Class 2. Hydrocortisone butyrate (Locoid) is prescription-only.
